The extensive and rapid growth of information technology has transformed our 21st Century society into a network society particularly in the fields of economy and culture. In fact, in response to advances in these other areas and increasing public demand, local governments have felt the pressing responsibility to respond to these needs. One such action has been to improve the quality of governance by providing online government service and information transactions efficiently and transparently. In the past few years, scrupulous efforts have been put forth to create and augment the presence of information technology in the world’s major cities in order to increase government services and thereby bring about an information society free from social exclusion.

The local government of Guro District has striven to create a new paradigm for citizen-centered public administration that provides citizens with opportunity to participate in policy making.

To this end, Dialogue between the government and its citizens can occur on the government website and via other information and communication technologies, and this has resulted in improved public service. The e-Participation Forum 2007 invites the sharing of e-governance best practices worldwide. The City of Guro is pleased to further this aim by providing a platform to learn, discuss, and most of all, to contribute to an active public participation and encourage trust and communication between community and government.
